Macau CEO Fernando Tsui Sion wants casino operators to provide housing and transportation for migrant workers.

The measure is included in Mr. Tsui's political declaration for a five-year second term. Mr. Tsui is running unopposed for the city's top political office.

Mr Chui has yet to elaborate on what casino operators mean by "smoothly" requiring migrant workers, known locally as "nonresident workers" or "blue card holders," to provide housing and transportation.

Macao's existing rules mandate that all companies provide housing to migrant workers or pay a minimum monthly MOP500 ($62.6) housing allowance. This amount was set in 2010.

According to the latest official data on rents in Macau included in the 2011 census, renting a house costs an average of W4,169.

Several game operators, especially those with properties in Kotai, already offer shuttle services to their workers, locals, and migrants.

Macao's chief executive is elected by a 400-member committee consisting mainly of pro-business and pro-China figures. No members are directly elected by Macao people.

Chu also said in a political declaration that he aims to enforce rules to allow game operators to give priority to local companies when it comes to procuring products and services.

The document also said one of the goals Twee will pursue over the next five years is to proceed with the current casino renewal process. It does not include any further details on the matter.

Macau's government has repeatedly said it plans to begin reviewing concession renewal between 2015 and 2016. Macau's six casino concessions expire between 2020 and 2022.
